Born in Belfast, Northern Ireland, Brian O’Connor is a health systems leader with extensive experience working across policy, innovation, and delivery in international healthcare contexts. Having lived and worked in the United Kingdom, the United States, and Hong Kong, he brings a global perspective to the design and governance of resilient, people-centred health systems.
Brian’s work has focused on supporting governments, international organisations, and health system actors in addressing structural challenges in healthcare, including access, care integration, digital transformation, and system sustainability. He has been closely engaged in developing connected and digital health approaches, with a particular emphasis on how policy, regulation, and institutional coordination can enable effective and equitable adoption at scale.
He is the founder and Chair of Global Health Connector, a not-for-profit organisation established to strengthen collaboration across health systems by linking governments, public health authorities, research institutions, health services, industry, and patient groups through a global network of health ecosystems. The initiative supports policy dialogue, shared learning, and practical cooperation to translate innovation into measurable improvements in population health and patient outcomes.
In addition to his role at Global Health Connector, Brian serves in advisory and governance capacities, contributing to strategic discussions on health system reform, digital health policy, and cross-sector collaboration. His work is guided by a strong commitment to public value, multilateral cooperation, and the role of inclusive leadership in advancing sustainable, high-quality healthcare systems globally.
