Singapore – A National Health Innovation Ecosystem

Singapore is among the world's most intentionally designed health innovation ecosystems. A city-state of 6 million people, it combines the policy coherence of a small nation with the scientific and commercial weight of a global biomedical hub. Its multi-ethnic Asian population - Chinese, Malay and Indian - makes it uniquely positioned to generate health insights relevant to the world's largest patient populations, filling a critical gap left by research focused predominantly on Western cohorts.

A Government-Led Innovation Mandate

Singapore's health innovation agenda is anchored in the Research, Innovation and Enterprise 2030 (RIE2030) plan, administered by the National Research Foundation (NRF) under the Prime Minister's Office. Under its Human Health and Potential (HHP) domain, RIE2030 focuses on three strategic thrusts: precision health at population scale, global biomedtech and biomanufacturing leadership, and healthy ageing across the life course. The flagship RIE2030 Grand Challenge - Maximising Healthy and Successful Longevity - addresses Singapore's transition to a super-aged society (1 in 4 Singaporeans aged 65+ by 2030) and aims to generate exportable solutions relevant across Asia.

Key government and institutional actors include:

  • Economic Development Board (EDB) - investment promotion, life sciences and digital health cluster development
  • Agency for Science, Technology and Research (A*STAR) - public research institutions including the Genome Institute of Singapore, Institute of Molecular and Cell Biology, and Experimental Drug Development Centre (EDDC)
  • National Health Innovation Centre (NHIC) - translating clinical innovations into commercial products
  • DxD Hub - diagnostics and medical device development and manufacturing
  • Health Sciences Authority (HSA) - regulatory framework aligned with international standards
  • Synapxe (formerly IHiS) - national health IT and data infrastructure
  • Singapore Biodesign - biodesign innovation training and programmes
  • National Medical Research Council (NMRC) - clinical research talent and funding
  • SGInnovate - deep tech startup development including health AI and biotech

World-Class Research and Academic Medical Institutions

Singapore's universities consistently rank among the world's leading research institutions. NUS ranked 8th and NTU 15th in the 2025 QS World University Rankings. Academic medical centres NUHS and Singapore General Hospital placed 11th and 12th globally in the 2025 Most Reputable AMC Rankings. Singapore has more than 87 researchers in the 2025 Highly Cited Researchers list - a five-fold increase since 2014.

Key academic and research institutions in the ecosystem include:

  • National University of Singapore (NUS) and NUS School of Medicine - research across oncology, precision medicine, neuroscience and ageing
  • Nanyang Technological University (NTU) / Lee Kong Chian School of Medicine (LKCMedicine) - biomedical engineering, AI for health, infectious disease
  • Duke-NUS Medical School - translational research, cardiovascular disease, metabolic health, cancer
  • Singapore University of Technology and Design (SUTD) - health technology and design innovation
  • Singapore University of Social Sciences (SUSS) - social and community health research
  • Temasek Polytechnic / School of Applied Science - applied biomedical sciences
  • National University Health System (NUHS) and National University Hospital (NUH)
  • Singapore General Hospital / SingHealth Polyclinics
  • CREATE (Campus for Research Excellence and Technological Enterprise) - international research collaboratory with top global universities
  • Consortium for Clinical Research and Innovation Singapore (CRIS) / SCRI

Precision Medicine, Genomics and Health Data

Singapore's National Precision Medicine (NPM) Programme has built one of the world's largest multi-ethnic Asian genomic databases, with whole genome sequences of over 100,000 Singaporeans. Phase III will expand to 400,000-450,000 participants by 2031. The Biomedical Data Hub provides national infrastructure for health data sharing and analysis. These assets, combined with AI capabilities funded through RIE2030's AI-for-Science initiative, position Singapore as a premier testbed for precision health solutions designed for Asian populations - and scalable globally.

Biotech and MedTech Industry

Under RIE2025, the number of local biomedtech companies in Singapore grew by 60%, from 320 to 493, with a 40% increase in MedTech companies and a doubling of therapeutic biotechs. These companies raised more than US$3.2 billion from local and international investors. The ecosystem includes a diverse range of startups, SMEs and multinationals across diagnostics, digital health, medical devices, RNA therapeutics, and health AI. Notable ecosystem participants include Mirxes (liquid biopsy / cancer early detection), Credo Diagnostics, Roceso Technologies, Microtube Technologies, Sentinan, Sensori Healthcare, Theia Health, and Neurowyzr.

Healthcare Delivery and Social Care

Singapore's healthcare delivery system integrates acute hospital care, polyclinic-based primary care, and a well-developed social and community care sector. The Healthier SG and Age Well SG national programmes drive preventive health and ageing-in-place strategies. The social care and elder care sector - including Lions Befrienders, Moral Home for the Aged Sick, St Luke's Elder Care, Jalan Besar Active Ageing Centre and SG Assist - represents a growing node within the ecosystem as Singapore tackles its demographic transition. Innovation Support, Investors and Community Platforms

Singapore's health innovation infrastructure includes: IPI Singapore (innovation marketplace), NUS Enterprise (startup ecosystem), Singapore Venture and Private Capital Association (SVCA), Biotech Connection Singapore, ACE.SG, SGInnovate, Singapore Biodesign, and TUMCREATE (TU Munich research centre in Singapore). The GSMA Southeast Asia presence and Biomedical Data Hub further strengthen connectivity across digital health and health data. MedTech Actuator provides acceleration for medical devices.

Singapore as ASEAN Gateway and International Research Partner

Singapore's regulatory environment - anchored by HSA and aligned with international standards - makes it the natural gateway for health innovation entering ASEAN, Greater China, India, ANZ and Japan. It is the only Southeast Asian country with a complementary funding arrangement for participation in Horizon Europe Pillar II projects. The Singapore-Horizon Europe (SG-HE) Complementary Fund, administered by NRF, allows Singapore-based entities to receive national co-funding when joining EU-led research consortia - creating a direct, government-backed bridge between Singapore's RIE priorities and European collaborative R&D. This mechanism is directly relevant to GHC's cross-border project pipeline.
